AAPSU  calls for special attention

to Tirap-Changlang

ITANAGAR, May 31: A team of All Arunachal Pradesh Students Union (AAPSU) led by its president Takam Tatung yesterday called on new Home Minister Takar Marde and    submitted a seven-point memorandum for solution of major problems confronting the people of the state.

AAPSU team was joined by members of Galo Student Union and All Upper Subansiri District Students Union.

AAPSU in its memorandum requested the HM to give special attention to the insurgency problems in twin district of Tirap and Changlang. The union said that because of poor response from past governments, insurgency problems have manifold and now it is local citizens who are bearing the brunt.

Pointing out that many innocent AAPSU activists were wrongfully booked by previous governments for protesting against Chakma-Hajong refugees, AAPSU further  requested the HM look into these cases personally. Till date many innocent former AAPSU activists are being harassed because of those cases, the union said.  Demanding modernization of police forces in the state, AAPSU also advocated for training on human rights for the police personnel. It said that in recent past the state has witnessed repeated clashes between state police and ordinary citizens in various parts of state. The union said many of these incidents happened because of human right violation by police force. State police should also be provided with latest technology and equipments to handle law and order in better ways, it said.

Fire service department has not been able to stand upto the expectation of ordinary citizens of this state, the union said and demanded that the department be overhauled for smooth and prompt functioning.

Demanding another police station at Itanagar to maintain law and order in the Capital city in view of the rapid increase in population, AAPSU said that CCTV camera in all the check posts bordering Assam should be installed to check illegal migration and  number of police forces be increased in boundary area which witness frequent boundary clashes. AAPSU feels that there is urgent need to establish Juvenile jail in Arunachal to deal with juvenile related criminal cases.

AAPSU said in the wake of unfortunate death of Late CM Dorjee Khandu in a chopper crash, the state has witnessed many unpleasant incidents. Especially the derogatory article written by one Pradeep Thakur against peace loving Nyishi community has created deep mutual mistrust among the tribal people, AAPSU said and appealed the HM take urgent steps to restore mutual trust and confidence among tribal people of Arunachal.

ANSU movement suspended temporarily

ITANAGAR, May 31: All Nyishi Students Union (ANSU) has decided to halt its movement against Pradeep Thakur for writing derogatory remark about Nyishi tribe in Times of India for next 20 days.  This decision was taken after a meeting between ANSU, Nyishi Elite Society and Nyishi legislators, informed ANSU in a release today.

However ANSU warned that if proper action is not initiated regarding Pradeep Thakur issue within stipulated 20 days time, the union will continue its movement.

Mission Anini

Raju Mimi

The highlands of Anini carry a dark niche in the local people’s psyche; of Mishmi-Tibetan conflict of mid 20th century, which led to the end of Tibetan settlements in Dibang Valley.

Last week, three people in a row committed suicide. One hanged himself, another shot himself with a gun and the third had failed attempt. The incident jarred the minds of ordinary people, who believe bad omen has fallen.

Indeed, life in Dibang Valley wracked by corruption, high living cost, poor road connectivity and failing system, is never easy. For the dead, living would have been tougher.

The recent suicidal tendencies of the natives points to pessimism generating out of life living in a small world. A hope blown in their life would have sufficed.

Therefore, towards an effort to raise hopes in the people, All Idu Mishmi Students Union (AIMSU) on 20-26th May held a field trip to Dibang Valley district in support of its tour named as ‘Mission Anini’.

“Let us go in the interior places of our state, where we will meet and listen to people we haven’t met before, for an opportunity to spend time together serving and interacting to develop a greater sense of community:” the call by AIMSU President Malo Linggi stated the purpose of the mission.

Dibang Valley, though largest in the state is also the least populated district in the country. It suffered the worst humanitarian crisis, the previous year, following severing of road communication due to heavy rain. A year after the crisis, the social infrastructure in the district, however, remains the same.

The district is blessed with several educational institutions. But, improper accessibility and poor management has led to resources go waste.

The Jawahar Navodaya Vidyalaya (JNV) School in Anini, set up under Ministry of Human Resource Development, New Delhi has the largest school campus in the country. The construction of new school building has recently begun. However, the speed of construction, as one teacher tells us, is going at snail pace. “At this rate, it will take another ten years for the construction to complete.” Meanwhile, the classrooms, offices and hostels are temporarily run inside the thatched hut. The teacher, staffs and the students share the same toilet. For bathing, there is no separate water tap for boys and girls. Every morning, it’s a long queue. It has been like this, since the school opened in 2006.

The newly constructed multistoried school building of Government Higher Secondary School (GHSS) of Anini is believed to be the best in the whole of state. The credit is given to former Anini PWD Executive Engineer Nani Robin for conceiving the building plan.

But even before the handing over of the new school building to school authority did take place, it is now perforated with broken glass, windows, scribbling on walls.

The authority and public blame students for the damage, and the students on public. But in the blame game, no consensus is made over who should be responsible. And, shortages of teachers here is a perennial crisis.

The issue of PDS crisis is much talked about here. A committee under AIMSU Secretary Rajiv Mihu and Dibang Valley Students Union (DVSU) was formed to investigate on the alleged PDS scam.

On health facilities in the district, much has been reported on deteriorating condition, but to no avail.

There was, however, some good news too. The district administration brought out an official notice on regulating the prices of essential items in the market. Such step was needed, since a pack of Maggie noodle sold at Rs 20, petrol at Rs 90, SF rice at Rs 45 and so on.

All along, it wasn’t tricky to grasp people’s apprehensiveness here, when system had gone so awry. All sorts of negativity filled the minds. And then came, the news of suicides on every alternate day.

Perhaps, I was crazy to fall in the line to believe a bad omen befalling the community. But I know, positive attitude and increased public activism can bring a change.

AEKSU demands action against

absentee officials

ITANAGAR, May 31:  All East Kameng Students’ Union (AEKSU) cautioned Govt. officials posted in the district on absenteeism and demanded the deputy commissioner to direct those officials/officers, who are absenting themselves from duty, to report for duty within seven days.

AEKSU in a letter to the deputy commissioner, informed that the heads of department including subordinate staff of various departments in the district headquarters were found absent during a surprise visit by a team of the students union. According to them, some employees are not attending their duties regularly and most of them have left the district headquarter in unauthorized manner without proper intimation to the deputy commissioner which has resulted in public harassment to visit the government departments almost daily to get their work done.

It also demanded immediate restoration of Pacha hydel project to meet power requirement of the district and early completion of electrification work under RGGVY in Seppa electric division. Alleging that work execution under RGGVY was not up to the mark, AEKSU demanded the deputy commissioner to constitute a monitoring committee for proper execution of the work as well as implementation of the scheme.

APPSC, give us a level playing field

Dear Editor

In a few days time one of the dream exam of all the Agri./Civil engineering students will be held on June 2 and 3. The reason for which I am writing this letter is to forewarn the staffs of Arunachal Pradesh Public Service Commission (APPSC) regarding possible malpractice in the said exam. From my past experience in some exams conducted by various independent departments, I have seen that many candidates were using mobile phones and notes inside the exam hall quite freely. And some candidates were also seen using toilet as their reference room. Such practices not only belittle the very purpose of written examination but also defeat the spirit of genuine competition, giving illegitimate advantage to some unscrupulous individuals.

Mobile phones should be strictly prohibited inside the entire exam centre because these high tech gadgets could be used very effectively for malpractice in various ways. Moreover all the candidates should be scanned thoroughly before admitting inside the exam hall for any hidden notes.

Since it is a competitive exam so all candidates cannot be selected but candidates should take this exam in true spirit of competition and refrain from cheating and malpractice.

Last but not the least, I solemnly appeal to the Chairman and the Secretary, APPSC, to stick to its motto  “Talent search”. I appeal them to maintain the sanctity of the Commission and the respect it commands in the hearts of thousands of poor, honest and hardworking candidates. Please be fair and give us a level playing field.

Yours,

An aspirant.

Female Sex Worker and Arunachal

Dear Editor,

Two years back I read an article “Women at twilight zone” written by Gopal Rai which was published in a local daily. After reading that article I was so surprised that I even asked him a stupid question whether he really took the interview of a Female Sex Worker. I guess, at that time I was not ready to believe what I read.

But now being a mass com student we worked on an assignment of taking an interview of an NGO who works on AIDS awareness program in Arunachal Pradesh. At first we took it just as an assignment and were not at all serious. But after visiting the NGO, whatever we learned, it is really very shocking.

The estimated population of FSW in the capital complex is more than 500. Most of these FSW are house wives, students, widows, divorcees, who are doing this to fulfill their daily needs and requirements. They work temporarily as FSW for 2-3 years, and after that they stop doing this. But there is a possibility that by the time they must be infected with HIV. Now the NGO’s are facing a big problem in identifying the FSW, because they work hidden and are not ready to accept the fact that they are FSW. Even more shocking is that those who have been identified as FSW, don’t agree to go for HIV test. Even the population of gay and lesbian people is increasing. In the capital complex alone there are 150 gay persons.

In the official record the total number of HIV infected people in the capital complex is 90 and in Arunachal it is 160. But the truth is that it could be more than these because no one comes voluntarily for the test. 84% of the AIDS cases in Arunachal Pradesh were spread through sex and rest through other means.

We all know about AIDS and HIV but still people get infected by this. What is the reason? The reason is carelessness in spite of all awareness. People think that they know about AIDS and they won’t be infected. But the truth is carelessness and one single mistake may spoil one’s whole life and make the life of the family members miserable. So, it’s better to be careful rather than careless. Social awareness is not sufficient. It is related to home rather we should be more concerned. Testing blood once in a year is not enough. Blood must be tested in every three months; because if one gets infected, it won’t be possible to detect before three months which is called as window period.

Youths of Arunachal are getting attracted towards modern lifestyle and they indulge themselves in the act of drinking, smoking, using drugs and multiple sex. They are the soft targets and it’s really alarming. Rise; if it gets too late then there will be nothing left except repentance and doom.

Yours,

Monalisa Patsani,

PGDMC  (RGU).

Give us back our ST status

Dear Editor,

I would like to ask our Chief Minister to work toward the restoration of Scheduled Tribe status to the Yobin.

I want to say to the CM, please do not wait for strikes or bandhs. We do not have strength and resources to make such attention getting devices.

We appeal for justice for us. We need immediate declaration of our ST status.

Yours,

Liahey.

All we are asking is justice

Dear Editor,

This letter is in response to “Should Pertin be hanged without trial” in yesterday’s daily. I can understand the brotherhood you felt for Kirpa Pertin and I can also understand what Mr. Kangge Pertin is going through. But we should see the situation and support our relatives; otherwise it will encourage more crime in the society.

As for the law, we respect them, without law any society will go chaos, but one thing I want to ask Kaling Pertin that do all the victims get justice? I don’t think so, “Money” and “Good lawyer” matters. I think you understand that better because in the second last line in your letter you have mentioned that.

Is rape a suspectable crime like robbery and murder? If not then why will the father defame his own daughter’s name in front of everybody? Nobody is asking him to be hanged; all we are asking is justice which should have been given to the victim by now since three months is a very long time to suffer mentally and physically.

Yours,

Nabam Takar, (on email)

Heights of shamelessness

Dear Editor,

This letter is in reference to “My side of the story” by Kirpa Pertin. I don’t understand when he says that he is not the girl’s maternal uncle yet they are five generations apart. Or did he commit the crime because he is not related to the girl?  By giving clarification that the girl is above 18 years, an adult, does he mean to say that an adult woman is free to be raped? How can you know the age of the girl better than her father? And regarding your bail at Guwahati High Court, we all know the judicial system of India! From heights of shamelessness, you have instead proved something.

Yours,

T. Yakyap,

Delhi.

Difference between ‘accusing’ and ‘questioning’

Dear Editor,

First of all I would like to tell Kaling Pertin of Rayang village that I am not a close relative of the victim as you asserted your relation to Kirpa Pertin. And secondly, I don’t want anyone to be hanged to death even if they are criminals.

For your kind information, I didn’t ‘accuse’ MLA J. Tayeng who happens to be a close relative of mine, as you measure people in that sense. I questioned him since he also happens to be the MLA of our constituency. And regarding ABK, it is the greatest apex body of the Adis so they are also questionable. And I have questioned the other Adi organizations because I believe that they form unions to bring peace and tranquility to the community. And I haven’t questioned them just for the sake of it, I questioned them because the victim’s father clearly wrote in his letter that he approached all of them but none responded to him, if you cared to read his letter properly. There is a huge difference between ‘accusing’ and ‘questioning’. And I believe that we the public are entitled to question our public leaders, govt. officials etc. They are there to serve us, but it seems according to you we can’t question them and so just sit and watch. I was just trying to add my voice to the victim’s father’s unheard voice. Asking questions is my birth right in this democratic country and nobody has the right to take that away from me whether he is CM or PM. And I asked those questions in a humanitarian ground and as a woman I can understand the pain for that poor girl better in this matter.

Yours,

Api Pertin,

Bolung

Threat to cell phone users

Dear Editor,

Someone rightly quoted “Technology is a curse on the civilised World”. The International EMF Collaborative issued a report recently warning that cell phones may be more dangerous than users have been led to believe. Current research indicates that a regular use of cell phones and the magnetic radiation from mobile phone towers can pose a “significant” risk. It also says children are at a greater risk than adults because their developing brain cells are more vulnerable to electromagnetic radiation. Research also indicates that mobile phones may cause adverse neurological and embryological damage . It also pose health hazards by depleting the defence mechanism of cells. The rising levels of hearing loss in the younger age group are also attributed to extended hours of cell phone usage.

Yours,

R D Thongdok,

Hyderabad, (on email).
